The Master Plan
The Master Plan is the statutory land use plan which guides Singapore’s development in the medium term over the next 10 to 15 years. It is reviewed every five years and translates the broad long-term strategies of the Concept Plan into detailed plans to guide development. The Master Plan shows the permissible land use and density for developments in Singapore.

Central Region comprises of 22 Planning Areas :
(outside Central Area) Bishan, Bukit Merah, Bukit Timah, Geylang, Kallang, Marine Parade, Novena, Queenstown, Tanglin, Toa Payoh and Southern Islands.
(within Central Area) Downtown Core, Marina East, Marina South, Museum, Newton, Orchard, Outram, River Valley, Rochor, Singapore River and Straits View.
Land area: 13,150 ha .
Central Area comprises of 11 Planning Areas :
Downtown Core, Marina East, Marina South, Museum, Newton, Orchard, Outram, River Valley, Rochor, Singapore River and Straits View.
Land area: 1,650 ha .
Core Central Region (CCR) comprises of :
Downtown Core, Sentosa and Postal districts 9, 10, 11.
Rest of Central Region (RCR) comprises of 9 Planning Areas :
(within Central Region that is outside CCR) Marina East, Marina South, Museum, Newton, Outram, River Valley, Rochor, Singapore River and Straits View. It excludes Downtown Core and Orchard.
Fringe Area comprises of 11 Planning Areas :
(within Central Region, excluding the Central Area) Bishan, Bukit Merah, Bukit Timah, Geylang, Kallang, Marine Parade, Novena, Queenstown, Tanglin, Toa Payoh and Southern Islands.
Outside Central Area comprises of :
Fringe Area (part of Central Region), East Region, North East Region, North Region and West Region.
East Region comprises of :
Bedok, Changi Bay, Changi, Pasir Ris, Paya Lebar and Tampines.
Land area: 11,000 ha .
North East Region comprises of :
Ang Mo Kio, Hougang, North-Eastern Islands, Punggol, Seletar, Sengkang and Serangoon.
Land area: 13,810 ha .
North Region comprises of :
Lim Chu Kang, Mandai, Sembawang, Simpang, Sungei Kadut, Woodlands, Yishun and Central Water Catchment.
Land area: 13,500 ha .
West Region comprises of :
Boon Lay, Bukit Batok, Bukit Panjang, Choa Chu Kang, Clementi, Jurong East, Jurong West, Pioneer, Tengah, Tuas, Western Islands and Western Water Catchment.
Land area: 25,500 ha .
The Concept Plan
The Concept Plan 2001 maps out Singapore’s strategic land use and transportation plan plan for the next 40 to 50 years. It is based on a population scenario of 5.5 million. It is reviewed every 10 years.
This long-term plan ensures there is sufficient land to meet anticipated population and economic growth, and to provide a good living environment. It takes an integrated approach, taking into account all major land use needs, considering all trade-offs and balancing future needs.
This also ensures that future development balances economic growth with environmental stewardship and social progress.
